EU drops two AI bombs in one day: show your data and own your mistakes

EU published mandatory training data template and strict liability study on the same day.

On 24 July 2025, the European Commission and Parliament fired a coordinated one-two punch on AI regulation. Same day, same message: Europe is done waiting for the industry to self-regulate.

The mandatory training data template

The Commission published the template for public summaries of training content for GPAI models. What goes in: data source types, scope and scale, copyright approach. OpenAI, Google, Meta, and Anthropic must publish summaries.

The liability question gets an answer

The European Parliament published a 140-page study recommending strict liability for high-risk AI systems. If your high-risk AI causes harm, you're liable — regardless of negligence.
